All visa applications for Norway are processed by the Embassy of Norway in Riyadh.
Applications for all kinds of resident and work permits, including family reunification, are received at the Norwegian embassy as well. These applications are processed by the Norwegian Directorate of Immigration. For more information, please refer to the web page of the Directorate (www.udi.no). A full list of the requirements that applicants must fulfill for the application to be processed can be found as attachments to this article. The completed forms must be handed in to the Norwegian Embassy in Riyadh together with the application. The embassy is happy to answer any questions regarding requirements and application procedures.

Norway has been part of the Schengen cooperation since March 2001. The Schengen cooperation implies that anyone holding a valid Schengen visa may travel to any Schengen country. If you hold a Schengen visa which is valid for the period you wish to visit Norway, the visa may be used for travel to Norway even if it has been issued by the Embassy or Consulate of another Schengen member. If you are in doubt about the territorial validity of your Schengen visa, ask before you travel!
Citizens of Saudi Arabia, Yemen, Oman, Pakistan, India, Jordan, Syria, Lebanon, Egypt, Sudan, South Africa and the Philippines are among those who need a visa in order to go to any Schengen country. The Directorate of Immigration has published a complete list of which nationalities can travel to Norway without a visa, which can be found as a link to this article.
Norway has Schengen representation agreements with the Netherlands in Yemen and Oman. Contact the Royal Netherlands Embassies in Muscat or Sana'a if you live in either of these countries (irrespective of your citizenship) and you wish to apply for a regular visiting visa. If you wish to apply for any type of work- or residence permit, you must apply at the Norwegian Embassy in Riyadh or through the Norwegian Consulates in Muscat or Sana'a.
